I have a similar problem to this issue

I'm experiencing same issue as the OP, devel_node_access says the nodes are accessible by anonymous users. The setup is very similar but I don't have content_access installed. However I do have forum_access module installed (it's a drupal website with normal page nodes & forum nodes as well). The forum access bits work fine, but when I create a new page node, this new node's data doesn't get written to {node_access} table, and anonymous users get Access Denied error.

Do I need to install content_access as well to get this working right?

I've installed content_access and rebuilt node permissions. That seems to have fixed the issue with normal node access. Hope this helps anyone with similar problem. Wasn't really clear that I also needed content_access if I were to use ACL with forum_access.

No, absolutely not. You do NOT need Content Access for ACL (with or without Forum Access) to work correctly!
