The idea to use this module is when you have a lot of blocks and neither blocks, context, or pannels helps. Abr try to be much more friendly with the content creator.
This module create a tab in the node page that let you to set the blocks in the regions you want to see for this node/url
The module will also check the rest of the options to know if the block can ben print in the url:
