I have opened an request for a new feature at imagecache_actions that requires a change to imagecahe.

It would be useful if presets had the ability to override the JPEG quality option. Imagecache and imageapi would have to modifed. here is the patch for imagecache.

Closing this issue as this patch is no longer needed thanks to a much simpler approach suggested by drewish here: #924304: Allow presets to override JPEG quality setting.
