I set my default timezone to:
Friday, October 6, 2006 -5:28pm -0700
Configurable Timezones:
Enabled (this what i want it to be)
Short date format: says this:
Oct 7 2006 - 12:39pm
Why is the short date not correct? When i post something the date is wrong, i want it to be Oct 6 - 5:28pm. There is no info in the sites/settings folder that i have designated, is there another sitewide timezone setting?

I think that if user configurable timezones is enabled *each* user must set their own timezone by editing their account. Perhaps what you really want is to disable user configurable timezone- in this case a single, site-wide, timezone can be set at the screen you mention.
