news: paid membership module appears ready

This is such good news that I can hardly believe it.

I have been testing v.1.11 of the paypal paid membership module by lm
and everything I've tested is working correctly.

I'd like to ask for others to test it

make sure you use v.1.11.

if you manually imported mysql tables before you'll have to manually
edit the system table and drop the lm tables

i had a problem with an apparent interaction with an alpha version of
role membership modules breaks these lm modules. with a clean install
on 4.7.3 the problem went away.

if others find no issues and there are no security issues I think it's
ready for release
