There is some work needed to open issues for versions of 7.0-x (maybe this is generally done for beta or final releases)

the translation - strings where not avialable for D7 - now they are.

There seems to be a misunderstanding: when opening an issue under http://drupal.org/node/add/project-issue/de I cannot chose any Version '7.x', it is not available in the dropdown list.

Is HEAD the right selection for opening 7.x-issues so far?

only releases are available, so if Drupal 7 alpha 4 is the newest release this is available, Head - ‚versions‘ are never available for translation.

Regarding D7 - a.f.a.I.k. there was string freeze for D7 - so there are no big changes in the strings to expect:

so please set the state for this issue yourself - or pass it to the drupal 7 core / infrastructure team.
