First off I should let everyone know that I am new to Drupal.... Anyways I am want people on my site to be able to post in the forums, create/vote on polls and well thats really about it. How do I make so that they CANT publish a post or content to the front page of the site?

The standard way
would be to change the default settings for each content type to have "promote to front page" unchecked. That way only users with the "administer nodes" permission will be able to override that.
