1. What permissions should be set for a) folders b) files

Q: Is our line 81 correct ?
$db_url = 'mysql:// our user name : our password @localhost/database';
3. database.mysql.inc
Q: Should lines 31 and 32 be adjusted ?

4. In what file do we tell the system what is the database name we have allocated.

I think that all this is explained in the INSTALL.txt file in your main Drupal directory.

There is no default chmod guide/permissions overview and ae2005's remark "... permissions need to be changed BACK after an install" is another issue I have to look into.

That depends on your systems settings.
Uploading the files via FTP should do it well, given your sysadmin is well educated ;)
No, unless your database is called "database", it is not correct.
It should read something like:
$db_url = 'mysql:// our user name : our password @localhost/YOURDATABASE';
No, nothing has to be changed here.
You did that already in settings.php (see point 2.)

Perhaps you meant $db_url = 'mysql://richard:48zcx2kP@localhost/drupal1'; ?
If not, did you import the sql file ?
1. Should run whithout any Problems with Plesk.
2. Please consider a more secure setup than chmod 777
with Plesk normal setup it should work with chmod 644 on files and chmod 755 on folders. Perhaps there are even bether settings.
The only folder nedding chmod 777 is the /files folder.

My temporary solution is to uninstall the DBs and files and re-install everything and I will report back.

FTP uploaded
The file
database/database.mysqlcontains queries that need to be executed in order to create a proper database layout. One of those tables is 'users'; the error message you get indicates that you do have a database connection but that the table is missing.Since you're using Plesk you most likely also have access to phpmyadmin. From Create Drupal database using Plesk:
Load the Drupal database scheme
From the database users overview page [Plesk] click DB WebAdmin. Tthe icon is a blue stack with a monkey wrench. Note that this opens phpmyadmin in a pop-up that may be blocked by your browser.
First make sure the relevant database is selected. If necessary, click Databases in the phpmyadmin start screen and then the database name.
Go to the SQL screen via a small button labelled SQL in the left pane of the phpmyadmin screen. Alternatively, select the tab import files. Upload the file database/database.mysql with the database scheme.
If your version of phpmyadmin (or your provider) doesn't let you upload files with sql commands, open
database/database.mysqllocally with a text editor (eg Notepad, vi) and copy-paste its contents into the SQL query textarea. Click go.Good luck.

Whilst it has produced functionality, I remain uncertain why it functions using the remote plesk device.

hey wait, before you close this. what about permissions that need to be changed back? i believe there are three or more.
(at least there have been when i install civicspace.) they looked like the same folders as in drupal.
which folders need to have their permissions changed back after an install?
instead of leaving files open to break-ins, can i change files to 644 if i don't permit uploads or theme edits?
I to need to know this as well.
I to need to know this. I am having an issue where when I upload content using drupal or drupal creates a file or folder the owner of the file is httpd and I can not chmod anything then. My host provider says that I need to chmod all files and folders that are used to create this content to 777 so that they are created with the correct ownership. This seems wrong to me. I don't know which files and folders are needed to be changed so I am going to change everything except the config.php files to 777 and would like to know which ones really need to be if any.
