I believe that there is a separate set of committers who can verify language stuff. I am going to verify this, but I think POs are submitted through http://l10n.drupalfr.org/

Here is a reviewed fr.po file : completed by pierre75 and reviewed by me

I will commit it to the CVS in the next few minutes, for the l10n server is not really in use for modules
