in 2.4, you introduced the following bug: if a form uses %useremail or %username,
those tokens will be replaced by the correct useremail or username, but if the form
is accessable by a non-logged-in user, the token won't be replaced. the attached
patch fixes this behaviour (allthought the 2.3 solution was much cleaner than this)
