in 2.4, you introduced the following bug: if a form uses %useremail or %username,
those tokens will be replaced by the correct useremail or username, but if the form
is accessable by a non-logged-in user, the token won't be replaced. the attached
patch fixes this behaviour (allthought the 2.3 solution was much cleaner than this)

Seriously, I know this isn't your fault, but this issue has been opened at least 4 times. Please search before opening new issues. #357687: %username and %useremail not removed for anonymous users.
