These roles were added to core MAINTAINERS.txt in 2020. This is just being the governance docs in line with that. #3187489: Add @justafish and @nod_ as core committers to MAINTAINERS.txt

Are the JS packages specifically about 3rd party packages? I thought we originally added this role to provide governance for core-targeted JS packages that are built within the Drupal ecosystem (not entirely 3rd party, even though technically they appear to be 3rd party the same way). In that case the maintainers may be responsible not just as a coordinator with a 3rd party?
