Problem/Motivation

D11's new Navigation module adds two regions for the side panel, as well as a bar along the top of the page. The side panel was addressed in #3449328: Hide new drupal admin navigation on mercury editor routes but not the top bar. Remove the top bar region as well as the navigation region to fix this.
