Does anyone know of a decent Phone directory similar to Outlooks "Contacts" I want to be able to have basically edit, add, and delete the following information:

Name
Job Title
E-mail address
Department
Extension
Photo
Be able to add notes.

You don't need a specific 'contacts' module for that-- just use cck and create a custom content type with the appropriate cck fields.

Is CCK installed with a default install of Drupal 6.6 or do I need to add the CCK module separately?

you need to install the http://drupal.org/project/cck module separately. You may also want to add one or more additional cck field types (some are included by default) as well.

If you'd like to add google maps check out the http://drupal.org/project/location and http://drupal.org/project/gmap modules as well.
