My first attempt was to simply go into the layout and add the "webform block" with a media background. This is ALMOST good.
The problem is that I want the webform block to be located and padded within a relatively small area of the full-width media.
This is a sample of what I am shooting for

If I just put the webform on the page in layout along with a background image, it uses the webform as the primary dimension. And, if I place in a guttered section, it very small. If I place the webform in the full-width section then it is stretch to the full width.

I'd really like to have the media item be the primary for sizing and placement and then overlay the webform on top of it (like a hero-content block).
Any ideas?

Argh! posting images is always hard here in the forums. Issues can upload image files but the forum doesn't allow that. I'll try again.
