The typical path to confirming users usually involves reviewing content. There is no content to review on their profile.
Marking an issue as fixed is reserved to the maintainers of the specific issue queue. As a user confirming an account with out the specific permissions, please mark as needs review.

avpadernoThe question asked on comment #5 has not been answered. The confirmation should come from a person who knows the person who wants his account confirmed, especially when that person has no posts on drupal.org.
