I just commented on #3031637: Entity reference: allow specifiying that every bundle is allowed. I suggested some alternatives and set the status back to NW. I would like to return to the idea at a later meeting: consider the alternatives and look at other places in Drupal core that use similar patterns.

I am adding a link to the recording, so this issue is done.
