We've decided to create a collective on Open Collective. See the parent issue: #3280986: META: Explore connecting Drupal Contribution to Open Collective funding
Apply via Open Collective Foundation and see if they approve it.
We need the following information:

Seems like the main need is to come up with 250 character answers to a couple of questions. Both could probably be culled from https://www.drupal.org/project/contribution_events or https://www.drupal.org/project/contribution_events/issues/3279806
Having been through the process myself, I wouldn't worry too much about being declined for not having the 'right' answers. Drupal is a familiar project and there are already other Drupal initiatives like https://opencollective.com/drupal-diversity-and-inclusion which have already been approved.
With all the resources we'll be able to tap into (in addition to nonprofit status), becoming an OCF project should open up a wide range of possibilities for onboarding and incentivizing contributors (including myself).
I'd love to help make this happen.

I definitely think this will be a catalyst for launching #3099877: SustainDrupal program and reviving some other complimentary learning initiatives mentioned in #3280977-8: Outline projects, groups, and initiatives that can be supported on the Drupal collective. Drupal Ladder isn't listed there, but we've previously discussed collaboration in #3108704: Consider joining forces with Drupal Dojo and related Drupal Slack discussions.
Funding = paying (individuals and orgs) to create opportunities for newcomers to learn by contributing (including things like Open Collective as a tool to sustain). These are components to the long-term success of this or any indie project or initiative.
If we can bring together folks running these complementary projects and initiatives we'll have an opportunity to prove some of these concepts.

megakeegman commented@gusaus I am happy to help with managing the Open Collective. I would like to get a sense of whether this initiative includes any particular plans for governance structures and decision-making, though. While important, I am not entirely familiar with what work has already been done and what kind of establishments I need to be familiar with. Let's talk a little more in slack, and maybe let me know if there are any meetings I could attend to get a better sense of who is working on what.

gusaus commented@MegaKeegMan Your question about governance structures and decision-making is a good one. Definitely something we'd need to work out before 'distributing funds' to contributors. The good thing is it's an area where Open Collective provides a good bit of tools, resources and support. I can make that one of my focal points if/when up and running.
I'd recommend skimming through this project and issue queue to get a feel for status, goals, and priorities. There are also Slack meetings and discussions in the #contribution-events channel.
That said, I think just helping @Kristen Pol submit the application will enable more contributors to become involved.

gusaus commentedSo considering https://opencollective.com/drupal-contribution is approved or close to being approved, we need to figure out fast what actually goes on it.
To do this, I went ahead and created a new section on the Google doc we used to cobble together the application and made a first pass at filling in copy for stuff we'll want on the collective. This comment could be a jumping-in point for those involved or interested in helping shape the initiative.
At the same time we should revisit and update the 'related' issues assuming we're planning on syncing up this initiative with what we submitted.
