In an effort to address the audience of module reviewers / developers / builders we should take some time to evaluate if the module page for config_views can be improved upon.

Proposed resolution

Review the main bits of information we want to communicate and make sure those bits are easily seen / consumed.

Okay I added in a README.md that exactly matches the homepage

Now I have a 2nd branch that covers the proposed changes '3293166-readme-like-module-homepage' for the rewrite.

Then after resolved and merged, we can copy the changes back into the module homepage.
