Try it
I understand that your present site is running some dev-version of Drupal 8 (hopefully 8.9.20-dev).
The canonical way of doing this is to convert to 8.9.20 (stable) before one upgrade. That's what I did, and it worked.
However my interpretation of:
is that it is also OK to upgrade from 8.9.20-dev to Drupal 9. However, I've never done this, so I might be wrong.
My suggestion is: Back up your site, and try to upgrade. If it breaks your site, roll back and go down the canonical route.

Hummmm I have put yes the 8
Hummmm I have put yes the 8.20version with Update command Composer, but I remove because Composer tell me "Downgrading to 8.20".... xD
