Offering to maintain Accordion Block

Problem/Motivation
The last commit was 5 years and 7 months ago(18 Feb 2016), lots of patches/merge requests require a maintainer's attention but none has been forthcoming.

Proposed resolution
If no one else is willing to step forward, I will take responsibility.

We would like to maintain this module as our multiple projects use it, we want to upgrade our applications to Drupal 9. Because of this module, we hesitating to upgrade. It's been a bit difficult to maintain local patches for the issue and hence we requested the maintainership of this module.
