Title says it all.

In some themes by some designers, it's almost impossible to display tabs/local tasks somewhere IN the regular page layout. Most often, this applies to business sites with no public user involvement (i.e. admins-only).

Screenshot shows what I've managed to build up so far.

Thoughts?
