Add "Automatically create redirects when URL aliases are changed." time delay option

For low traffic sites the option "Automatically create redirects when URL aliases are changed." does not make a lot of sense if the node is still in the process of creation/adjustment.

It would be nice if there would be "Automatic redirects time delay" variable which we can set to any value... for example to 900 seconds (15 minutes). If our node (or any entity) is "younger" than 15 minutes the Automatic redirect would not be created.

Currently, if content manager decide to change the title of the node immediately after node creation the automatic redirect creation is triggered. And for low traffic sites it is not necessary.

By default, "Automatic redirects time delay" variable can be set to zero for backward compatibility purposes.
