You can use xtemplate as the easiest template language. It's practically just a simple html + css.
Take the default drupal theme – bluemarine – and use that as the base of your design.

I may be in the minority in this, but I actually find phpTemplate themes easier to manage and modify than xtemplate themes. It's just much more intuitive to me.
