Problem/Motivation
With Claro nearing completion, we can start looking towards making it the default admin theme for Drupal core.
Proposed resolution
- Complete all the Claro Stable blockers: #3066007: Roadmap to stabilize Claro
- #3277053: Mark Claro as Stable
- Install and enable Claro as the default admin theme: #3277057: Make Claro the default admin theme in Standard profile
- Deprecate Seven: #3084814: Deprecate Seven theme

ckrinaI've just tested the current Quick Edit behavior with Claro and it's usable. Since Quick Edit is being removed in D10, I'd suggest to remove it as a requirement to make Claro the default admin theme for D10. Any thoughts?

ckrinaDiscussed with Lauri and Gábor about not requiring some of the extra issues to make Claro the default admin theme: we can update the issues listed as required before (#3085219: Installer is not very usable in Claro and #3167349: Redesign Settings Tray) afterwards as improvement tasks. And Quickedit won't be in core anymore, so no need to make it a blocker.
Also, updating the issue summary to list the new issues.
