On March, 2018, dddave opened #2952306: Google Chart Tools: Image Charts is going to be marked abandoned for https://www.drupal.org/project/chart, to which only a co-maintainer who didn't commit code replied.
The project owner (boombatower) has done the last commit 5 years ago; he has not posted on drupal.org since 2017 (a single comment, while the rest of his posts are from 2016).
The other user with the most recent commits (13rac1) has done them 7 years ago; his last edit for a documentation page was done on 2019, while his posts are from 2014 (nodes) and 2017 (comments).
The project seems pretty abandoned. There are feature requests opened 5 years ago without any comment from the maintainers.

avpadernoGiven that the Google Image Charts API has been deprecated, it's improbable the project will have new releases.

https://chart.apis.google.com/chartwithhttps://image-charts.com/chartand it will work. We've built a free drop-in-replacement for Google Image Charts.Magento already did the move.
