avpadernoIt's not a warning message. It's an informative message that doesn't imply something is wrong, nor something needs to be done.
Warning messages have a yellow background, and error messages a red background, exactly the same colors Drupal uses by default.
I guess that message has started to be shown to give information to users, before they wonder why they cannot create some posts. I can also understand that a message given before anything needs to be done could confuse users, also considering that few users would notice there are limitations to what they can do (for example, not being able to create 20 posts in a minute, or an organization node).
