He would like to have a confirmed account and was asking how he can achieve this but has not yet made posts on drupal.org

The confirmed role doesn't make any difference for users who aren't going to create any content, on Drupal.org. As Become a 'confirmed' user says:

Do I have to apply for the role?

Not at all. If you know you are not a spammer and don't need to post multiple times every minute, you don’t need the role. If you are a helpful and well-behaved user in the community, you’ll get the role as people see your content.

If it doesn't make a difference then there should be no warning message. It's very unwelcoming to new contributors.

It's not a warning message. It's an informative message that doesn't imply something is wrong, nor something needs to be done.
Warning messages have a yellow background, and error messages a red background, exactly the same colors Drupal uses by default.

I guess that message has started to be shown to give information to users, before they wonder why they cannot create some posts. I can also understand that a message given before anything needs to be done could confuse users, also considering that few users would notice there are limitations to what they can do (for example, not being able to create 20 posts in a minute, or an organization node).
