The module issue queue seems to be unattended by the current maintainers. There has been no activity for more than a year. Actually, there is only 1 single commit, that correspond to the module creation on Dec 22, 2017. I have some pending patches:

I maintain a similar but more complex project, the Fixed Block Content module. I usually make use of this module in my projects, and could bring some help as co-maintainer.

Moving issue from the Custom Markup Block ( https://www.drupal.org/project/custom_markup_block ) queue to the Drupal.org project ownership after 2 weeks with no response from current maintainers. I sent a PM to the project owner, Jeremy Graham (jez500), at the same time the issue was opened, but I have received no response.

May you post a comment on https://www.drupal.org/project/projectownership/issues/3057900 about accepting/declining the offer? Without a publicly visible comment on that issue in the next two weeks, Manual could be made co-maintainer of that module.
