Add a community group for Splash Awards

A small team of volunteers have taken up the task of reaffirming a strong and sustainable brand for the Splash Awards that can be used by the Drupal community to organize their own regional Splash Awards as well as international ones. This brand will have consistent brand guidelines, visuals and a mission statement with enough flexibility to adapt to regional needs. We, the team, will be involved in organizing the next International Splash Awards during DrupalCon Amsterdam in conjunction with the Drupal Association and Kuoni. Our aim is to have the new brand in place in the coming weeks and finetune it while we prepare for Amsterdam.

We have already created a first blogpost, which explains the existance of this group and what we are currently working on. As we want the Splash Awards to become a strong brand within our Drupal community, we want to suggest to create a community group for the Splash Awards here on D.O.
