This release improves memory efficiency in setting up the editor. This would only affect Drupal during in-place editing.
It seems all of the bugfixes do not affect Drupal 8.

The patch was green for … nearly two months. Then DrupalCI had a bad day (
PDOStatement::execute(): MySQL server has gone away) and inappropriately un-RTBC'd this :(Re-RTBC'ing.

Wim LeersMeanwhile, https://ckeditor.com/blog/CKEditor-4.12-with-Paste-from-Word-enhancement... was released last week. But that won't be able to land in Drupal 8.7, while this can. So let's get this in and ship this with the next Drupal 8.7 patch release.
