I've just sent two requests to the current maintainers for co-maintanership
It's been 2 years since the last release and there's an important php 7 fix that hasn't been committed yet.

gisleIt is great that you've already sent requests to two of the the present maintainers.
However, you must also contact the present owner (Daniel Kudwien - sun).
Please note that the protocol for becoming a co-maintainer also stipulates that you first post your offer to co-maintain in the project's issue queue (i.e. do not start out by posting here). By posting your offer in the project's issue queue, you make sure that the project's current owner and most active users see your application for co-maintainership and can comment on it. For the title, use “Offering to co-maintain Libraries API”.
In many cases, that resolves the matter: The owner, or one of the maintainers that have the right to Administer maintainers, makes you a co-maintainer.
However, sometimes there is no response. If that happens, wait for two weeks (to make sure the maintainers have been given time to respond). Then move the issue here, and ask the maintainers of the project ownership issue queue to sort out the issue.
In general, if you plan to become the maintainer or co-maintainer of already existing projects, you should familiarize yourself with the protocol regarding Dealing with unsupported (abandoned) projects.
I am postponing for now. Come back in two weeks and set it to “Needs review” if there has been no response after you've tried to contact current owner.
Also: The component "Needs maintainers" is for postings where the project owner needs more maintainers.
Changing to "Abandoned/Unsupported projects", which is the case here.
