Alt text should be a useful description of the image. Sometimes the filename will be suitable. However, when the filename is something like DSC0199.jpg then it isn't.

This makes it configurable. I made the default 'off' to encourage best practice of filling out a good description.

Instead of removing the auto-population, wouldn't it make more sense to allow the field to be filled in by the user on image upload or edit? (If that's already the case, please let me know how to do it, because when I upload or edit images with IMCE I have no control over the alt text)

@sbaur This comes into play when using the default "Image" button in the WYSIWYG rather than the "Insert images using IMCE File Manager" button.

This does happen when using the "Insert images using IMCE File Manager" button. It doesn't apply to the default "Image" button at all. The way this is working now, a user is required to understand HTML in order to not break federal 508 accessibility laws while using IMCE.
