Alt text should be a useful description of the image. Sometimes the filename will be suitable. However, when the filename is something like DSC0199.jpg then it isn't.

(If that's already the case, please let me know how to do it, because when I upload or edit images with IMCE I have no control over the alt text)

The way this is working now, a user is required to understand HTML in order to not break federal 508 accessibility laws while using IMCE.
