If you have a custom layout that has a region called "content", then your fields will always display in the UI in the first region. If you re-order them and save, they are saved correctly but when the page refreshes, they'll look like they're in the first region.

I first posted this patch here - https://www.drupal.org/node/2868893#comment-12045141 which had an appropriate title but was a different issue.
