Seems like this is not possible because Webforms are config entity. On a related note, Webforms have a complex UI and would most likely not work as an inline entity form.

What about creating an inline webform submission form?

The use case would be something like, embedding a webform submission on a Commerce Order Item. This would allow more detailed custom question configuration for somebody purchasing an item than is available with field API.
