Inline entity form - reference to config entities.

Both inline_entity_form_simple and inline_entity_form_complex are field widgets to entity_reference fields. However, the referenced entities are implicitly assumed to be of type content entities.
If this is by design that Inline field widgets only support content entities, then this has to be clearly stated. Otherwise, referenced entities should not be assumed to implement TranslatableInterface.
