Save button is not easily accessible in long forms

Problem/Motivation

The thunder distribution is prone to having long forms due to the fact that in most cases many paragraphs are used to assemble a content. In that case the save button placed on the very end of the form is only reached by the user when she/he scrolls down the full length of the form.

Proposed resolution

Create a sticky action bar at the bottom of the form that is fixed to the viewport. So any time a user wants to save or preview the content or do other operations that is easily reached on the bottom of the screen.

Remaining tasks

1. Create wireframes to show how to do that
2. Create a design on how that will look like when themed
3. Implement it
