More link external URL errors out [#2806751]

Problem/Motivation

Linking to an external url from the "more link" custom url errors out the page, even though the help text says that external urls are valid.

Proposed resolution

Original patch from https://www.drupal.org/node/2800799. Putting this out there now, with no tests at the moment. Just getting the patch moved to a new issue and will cover that if/when I have the time for test coverage!
