Implement the checkout progress block

We should provide a block that shows the visible checkout steps, along with an indicator of the current step.

mglaman wrote the theme function in the initial checkout PoC, we need to move that and add the matching block plugin.

This can happen post-beta1, but isn't a big task in general.
