Display the node list via view. One content type has a 'Add new comment' button, the other content type doesn't have.

Maybe comments are disabled for that node type?

I am very sure that both content types have enabled the comment.

There are a lot of ways how these links could disappear and it very much depends on how these lists are aggregated (by a View?) and what this View utilizes to display the teaser items .. If it's a View I'd compare the view settings.

Please take a look at these two views, very similar view.

This one , 'add new comment' disappear

Well .. there seems to be some custom code or module at work. Impossible to say what's going on without having access to code and / or backend.
