Problem/Motivation

On testing following patch #2662932: Fix file upload progress bar on slow network, I noticed the `onChange` event handler didn't ready before I can attach a file to FILE INPUT.

Steps to reproduce:
1. Load D8 (no needs to apply any patch) in slow network (3G or more slowness with high latency)
2. When you see the browser (my case is Chrome) is rendering the page, start to add FILEs
3. Bingo, it didn't start auto-uploading

Proposed resolution

- Hide the UPLOAD button from JS side, not backend

Remaining tasks

- Needs Patch

User interface changes

- UPLOAD button is always shown before binding `onChange` event

API changes

- NO

Data model changes

- NO

This came up as the daily triage target for the Bug smash initiative.

I can still reproduce this by switching on throttling in Chrome and setting it to the Slow 3G setting.
