Views Module not working

So I've installed the Ctools module and the Views module and have enabled them and set the permissions as outlined in the documentation. I have seen no errors in the installation or enabling steps.

But when I look to create a new view, there is nothing! Its as if I didn't even install the module. But there on the modules page it says its there and turned on.

I've uninstalled / re-installed both Ctools and Views modules a number (stopped counting after 5, likely around 15 by this point in time) of times and I always get the same results. I'm at the point of thinking this is just a terrible trick being played by durpal, I'm going crazy!
