Patch for Drupal 8

The logic is built into drupal using config variables in the user schema; this module/patch just exposes those config variables to the user.

Which GitHub project should we be following? It currently lists https://github.com/TeamGoblin/Flood-Control as the d8 port repo, but it's a fork of the project in comment #3.

The TeamGoblin fork contained some code that has since been merged into the original https://github.com/shabirmanu/Flood-Control as a pull request. So I've switched the issue summary back to referencing that original repo to clear up any confusion.

Very confusing. Looks like multiple parallel developments without communication with maintainer.

Considering the is a development version by the maintainer, 8.x-1.x-dev and an undefined status of github version, Status of this issue needs to be `Needs work`.

There is a working D8 project https://www.drupal.org/project/flood_unblock - which it might be more worthwhile investigating.

There's a stable release on the project page.
Is this module usable or not?
If not, the 2.0.0 release should not be marked stable!
