So... why it says not ported to Drupal 8 if it is already in core???

In D7 this module only contained migration helpers for D6-D7 upgrades, plus the PHP input filter. D8 core contains equivalent migration scripts, and the PHP input filter exists as a stand-alone contrib module already: https://www.drupal.org/project/php

As a result there's no need to port this module to D8.
