In the configuration window of Permission access plugin there is the list of all available permissions.
Because it's allowed to use HTML within title of permissions (see core taxonomy module i.e.), we need to strip tags before building list of options.

The 3 year old patch in #3 to perm.inc applied cleanly to the latest ctools 7.x-1.x-dev and (if applicable) still needs to be reviewed.
