I am trying to add some blocks to a page on my site and I added one block that was created by another user just to see how it would look. The block worked like it was supposed to but now I can't get it to go away and I can't add any other blocks. I can make changes to the blocks but they won't save. I tried to change the visibility so it wouldn't be visible on my page, but that didn't work. Also, I was making all of these changes in a draft, but the block I added went live as soon as I clicked it. I'm not sure what's going on, any help would be appreciated.

you can try disabling the block manually in the database.

The block is currently being used on another user's page and I can't delete or disable it without affecting their page. I also need to be able to add blocks to my page.

It wasn't mentioned for you to set it and leave it. It was mentioned as something that could be tested.

Oh, good suggestion. I tried to disable it the best I could but my only other option is deleting it. I have limited permissions as to what I can and can't edit, and the person who has all the admin privileges never responds to anyone's e-mails and is almost never here. So we all just have to try and patch thing together with duct tape the best we can.

What do you mean by "node level blocks", how are you adding them? If you are using the block admin page, those blocks go live as soon as you enable them in a region.

"Node Level Blocks" Is the name of the tab at the bottom on the "Edit basic page" page where you can select what blocks show up on the page and where they go. I was able to make one change to the page but now none of my changes are saving.

That is not default behavior. Which module is producing the "node level blocks" tab?

Yeah, that makes sense. There are a bunch of modules that have been added because this is a site where a lot of different users edit their own pages for their department. I honestly don't know the name of the module.
