I have checked in 9.4.x , there is no folder exits with name "Handler" or file name HandlerAllTest.php, that’s why we are getting error.

re-rolling patch #2 only with ViewsHandlerManager.php.

The file is under the tests/src/functional folder. Since the patches #16-#21 remove functionality removing credit. Still needs a reroll for #2

Drupal core is moving towards using a “main” branch. As an interim step, a new 11.x branch has been opened, as Drupal.org infrastructure cannot currently fully support a branch named main.
