admin/settings/site-maintenance, was a valid path in D6, but not in D7: it is now admin/config/development/maintenance.
Maybe we should update masquerade-7.x accordingly.

The path is used in a couple of places, in this message:

It is not possible to masquerade in off-line mode as foobar does not have the use the site in maintenance mode permission. Please set the site status to "online" to masquerade as foobar
