#2381277: Make Views use render caching and remove Views' own "output caching" introduces a bare render array, which allows to not initialize a view, unless needed

Under the assumption that render caching, we could do the same for ajax requests

The core committers and Views maintainers agreed to make this issue a task rather than a bug.

Whether or not it is a major task depends on the actual impact performance-wise, so deferring triage on that information.
