But #606840: Enable internal page cache by default resulted in page caching being turned on for tests, not just on real sites.

This seems inconsistent. Should we change that - and if so, in what direction? (Obviously there is no good answer because in an ideal world everything would be tested both with and without caching turned on.)

Confirming that this issue is still valid, the CSS and JS preproccessing is being turned off in \Drupal\Core\Test\FunctionalTestSetupTrait::initConfig.

I suppose we just need a decision on if this is still what we want or if we want this on by default
