its a very comprehensive as well as easy to grasp module. there are hundreds of logics and conditions can be set for various purposes.

You can disable user
You can disable user registrations at Admin -> configuration -> people.

One lesson to learn from this thread, you should always be careful when asking about questions on Drupal.org, about giving the solution you are trying to achieve. What happens is that people will often tell you how to do what you ask, when there is a better way to achieve your goal. So you should always state your goal, then say something like "I was thinking one way to meet this goal would be to _____". This way people can recommend a better way if they have one, or tell you how to do it the way you are considering.
